My Lord,
On receiving Your Lordship's telegram
No.248 of 31st July 1921, I requested His Majesty 's
Consul→General at Chengtu to amplify the statements
contained in his despatch No.44 of 16th May 1921
regarding the prospent of anti-foreign troubles in
the province of Szechuan, and to furnish his
reas me for thinking that the movement is likely
to develop, and I now have the honour to transmit
a copy of Mr Hewlett's reply.
The original statement made by Mr Hewlett
was as follows:- "By a little consideration at the
present time it may be that the blow will be
softened when the anti-foreign outburst, which will
be the first consequence of a really united Szechuan,
comes". As Mr Hewlett's previɔus despatones have
frequently indicated, it will be many a long year,
if at all, before a "really united Szenhuan' is
likely to materialise.
It is therefore not surprising to learn
from his enclosed despatch that Mr Hewlett does not
anticipate
